Timeline quality should have no effect on render quality. Unlike using the newer proxy mode. That said there has been issues in the past with timeline quality so some editors play safe when they do their final renders and ensure tge timeline is in its higest quality.
A useful test is to meadure the render time for a fixed section of content and re-render at the various timeline quality settings. If the render times change then something is different
