AFAIK, the problematic issue is that Netflix only accepts original content done for them as 4K, not HD. I believe they will accept upconverted archival footage within a 4K master, but new material must be 4K. So it doesn't seem like HD is even an option. I don't know that as absolute fact, but am going by what I've been told by producers pitching projects to them.
