After an admittedly brief look at this announcement, this seems highly analogous to Avid's relationship with New Blue.
From an outsider's perspective, it appears that Avid is not the least bit interested in expending resources to advance core functionality, such as: titling, grading or effects capabilities.
Media Composer is an edit-only product, and Avid seems to be expecting 3rd parties to entirely pick up the slack. Unfortunately, I don't think their API, or ecosystem, are at all comparable to that of their NLE competitors.
At the same time, I have to admit that I would rather have a New Blue or FilmLight working closely with Avid to provide titling and grading solutions that actually work -- than to have to limp along with Media Composer's embarrassingly obsolete modules which haven't been upgraded in 15 years. </epic fail>
Of course, it's easier to hold this opinion if one is operating as more of an "island" -- versus needing to interoperate with a slew of other post production entities. In that instance, Resolve makes much more sense.
I don't see the pricing for current Media Composer owners -- or for those with the Symphony option. Being the latter, I would hope that the product would cost somewhat less. It would be the very least Avid could do to make good on many years of shameful broken promises regarding differentiating Symphony.
