Do you actually mean 29.97p? So you're not looking to add pulldown to create a 59.94i master?

If you DO want 29.97p, you obviously have to choose between lots of dupe frames or lots of blended frames. It's going to look pretty bad either way, but both can be done in After Effects or Media Encoder. If you opt for blended frames, After Effects *might* do a nicer job, but it's never going to look great, whatever you choose. Even blending that many frames through an Alchemist (or Avid Universal Mastering) is going to suck, IMHO.

If you actually just want to add pulldown, then Media Encoder should do fine: just set the output to QuickTime Upper Field with the appropriate flavour of DNx. Make sure to select 12 audio channels with 12 discrete tracks in the Audio settings.

Mac 10.8.5 Avid 6.5.4.7 SNDX.  1080P 23.976 project.  Our main delivery is files at 23.976.  Now we are being asked to also deliver 29.97 files.  If it were tape I would just use Avid universal mastering and I'm still keeping that as an option but we don't want to rent a deck if possible.  The files are DNX 175X with 12 tracks of audio.  What would be the simplest method to convert the files to 29.97P?  Is this an After Effects job or Adobe Media Encoder etc...?  I've also thought of just playing out to another Avid system using universal mastering but that seems so inelegant.
