In the Video Output Tool for DX, there definitely is a P / PsF option in 1080p projects. Few if any monitors accept PsF over HDMI, so that is very likely the culprit.

My I/O hardware is Mojo DX HDMI out. That goes right to the Samsung. I did not see a way to adjust the HDMI output in the video tool. And your right…. the projects are 1080/23.97 and same for 720. Im just too lazy to type the numbers.
