First, make sure that your monitor does really not support 1080/24. There is a fair chance that your I/O hardware is defaulting to 1080/24PsF or 1080/23.976PsF, and not too many televisions can handle that format. If your I/O lets you switch between P and PsF, try P.
Then, you mention 1080/24p, and 720/24p. But there is no such thing as 720/24p, that would be 720/23.976p. So is your footage and your project 1080/23.976p or 1080/24.000p. There is a difference and it matters. For instance, if your footage is 1080/24.000 and you work in 720/23.976p, you would see motion adapters everywhere, and the actual (earth time) duration of your sequence would not be accurate.
