Likely an issue with an outboard scaler.
Half of the commercial BluRay releases here in Europe are 24fps, not 23.976.

Bluray/DVD: most players are supposed to handle 24fps properly but that's not true. Did some tests with the theaters where we screened and 24fps was jerky, very noticeable in pans and hand held.
