This is not a great solution, but if a new bin gets hidden behind something (often this happens to be behind the composer window on a one-screen laptop setup) you can pull it forward by double clicking on it from the project window instead of dragging your windows around searching for it and then having to drag them back. Bins always open adjacent and to the right of the Project window. 


Also check out the behavior of "Bin Layouts." You can change the ways bins are arranged on screen with the Bin Layout menu command which is under the Windows menu. You can place bins in spots - for example, away from your Audio Mixer - and recall those views from that same menu once you've saved them and they're named. Experiment with this. I think it may do a lot of what you want. (I wish I could say that this tip came from my book, but in this case, it's not.)

My mistake. It appears in front of the audio mixer (but if I forget to drag it somewhere else soon enough it ends up hidden.) Same question though. Is there a way to choose where on the screen a new bin appears?
