I got asked to help with a new Internet startup where the whole idea was to take tiny bits of songs and allow people to attach them to instant messages. So if you are watching your favorite team and they beat - let's say, The Anaheim Ducks - you can send a text to a friend with 3 seconds of "we are the champions". I asked how they were getting all the license clearance for these songs and they replied with the old - and incorrect - belief that since it was less than 30 seconds it was free.
