Had this as well, the dongle serial needs to be associated with an Avid support account. It took me a month to get it sorted. Should only apply from MC8.3 onwards.

so I updated my dongle and installed my upgraded MC to 8. When I launch app, says
“Current license has no contract expiration date. Please go to Avid balabalabal!”
