Do a 1:1 conform (speed up) of the original 23.98 sequence to 29.97 and hold the last frame for however many minutes it takes to make up the remainder of the program time. Don't even pitch correct the audio.
The QC monkey will be so amazed at how smooth the video looks he won't notice.
