Yes, that's basically the way I ended up working with the Mark IN's and OUT's. I tried the other approaches and simply couldn't get them to work.
In actuality I used a hybrid approach, where I set the Mark IN's and OUT's for all the selected clips in "script view" then did the changes once these were populated in "text view". Oddly you can't manually enter or paste time code into Mark IN or OUT if there isn't already data there. I didn't try entire columns.
In "text view", as you noted, you can edit both the populated Mark IN and Mark OUT data either by entering a new time code per clip or by copy and pasting from one to others.
I concur, it's not elegant, but it is reasonably fast and you can be highly accurate.
