Yes, the changed the naming, because you are not buying the upgrade, you are buying a support contract that includes updates and upgrades. Makes no difference for you, does make a difference to them, accounting-wise.
International prices always seem weird, but do note that European prices in the Avid Store include VAT.

I've got it now - it's the "Support/Upgrade" option, right? When I saw that at first, I just read it as an option to upgrade an existing support contract, which didn't click with me as being the same thing as upgrading the software, for some reason.
(Last time I was checking the Avid store for upgrades was a few years ago and the options were somewhat different. Also, the upgrade price currently translates to about 420 USD on the UK store page...)
