Frameflex should not be kicking in on frame rate. The purpose of Frameflex (Added in V7) is to allow use of larger raster sources in the same way as Avid's Pan & Zoom.
Mixed frame rates are handled automatically by Avid adding a motion effect and that has existed for a long time now. (Around 2008 or 2009 I think)
Why would you add Frameflex (a raster resizer) to a motion discrepancy?
