Support found this issue yesterday and it has been confirmed..... As such I wanted to get this out quickly so you don't encounter this and fumble….
The issue is that the Editor Transcode feature in the Media Composer installer is not getting installed when using the link on the "Individual Products" autorun page. Background Services is part of the Editor Transcode feature therefore it was not getting installed.
Installing MC via the "Install Avid Editor Suite" autorun link works as expected.
If anyone reports this issue elsewhere, advise them to do a full uninstall/reinstall using "install editor suite".
