Not sure what's going on there. I've seen the USB hanging problem on every computer I have ever owned -- and I have been able to overcome it every time in the BIOS.
Too bad there isn't a Z420 BIOS simulator on the web, that would make it easier to find the errant setting that might be causing this.
Failing that, I would try the following:
1. Reset your BIOS settings to default, and then make all of the changes that have already been discussed (you will also need to reset the Avid-specific BIOS recommendations). It wouldn't be the first time that a BIOS had to be forced into default in order to fully wipe a specific setting that was not properly "sticking".
2. Move your external drives to the USB3 ports on the opposing side of the computer. In other words, the Z420 has two USB3 ports on both the front and back of the computer. If your drives are currently plugged into one side -- try moving both of them to the opposing side. This solution has a much lower probability of working, as the BIOS is ultimately in charge of I/O, but is worth trying.
