It's a z420.
Current BIOS settings regarding USB/Boot are:
>Storage >Boot Order >USB Hard Drive : Disabled
>Storage >Boot Order >USB Floppy/CD : Disabled
>Storage >Storage Options >Removable Media Boot : Enabled
I updated the BIOS a few months ago, now it's v3.65.
If I remember correctly booting with only one or two external USB drives was no problem...
As a workaround I first boot, and then power on the external USB HDDs.

In BIOS, you want to disable the computer's ability to boot from a USB volume.
I don't recall if you mentioned your computing platform, but on an HP Z800 / Z820 platform, you would set "USB Boot" to "Disabled".
If you have done this and still have the problem, I would recommend (at least on HP) updating the BIOS, as this exact problem was documented and fixed in the beginning of 2013.
