I'm coming in late on this thread. If I'm understanding the problem correctly, it is most likely not the boot order that is hanging you.
In BIOS, you want to disable the computer's ability to boot from a USB volume.
I don't recall if you mentioned your computing platform, but on an HP Z800 / Z820 platform, you would set "USB Boot" to "Disabled".
If you have done this and still have the problem, I would recommend (at least on HP) updating the BIOS, as this exact problem was documented and fixed in the beginning of 2013.
