Connect the two decks with a pin to pin 9 pin serial control cable. The player is the one in remote and the record set to local. Should work with just that. If still giving issues go into setup vtr bank and restore factory defaults. I've occasionally had rental decks with the menu item pertaining to serial control ports was set in a way that precluded Avid control. Toggling that setting got it to work, it's been a while and I don't have a machine in front of me to get exact menu item. There is no need for a vtr emulation cross over cable for this to work in my experience.
