Premiere's auto save is a project setting that you can change at any time on a project-by-project basis. The default location is "same as project". If it's somewhere other than that, it's because someone manually changed that setting, or moved the project file without the auto save folder. (Default project save location is in the Adobe folder within the users documents.)
Bear I mind also that, when setting up a new project, if you change the autosave location to something other than "same as project", that will become the default autosave location for your next new project.
I believe that if you manually save more regularly than the autosave interval, Premiere will never actually create any autosaves - like After Effects, there needs to be an un-saved change to the work before it kicks in.
My workflow with Premiere is the same as I use for FCP 7 - regularly create manual revisions of the actual project file by duplicating it before starting work on it.
