CPC Software, just bought by Telestream, is very good. I have made captions, exported as Avid DS .txt, and imported into the Media Composer SubCap effect for open captions (subtitling) I have also exported AAF and imported it as a DATA track for HD embeded (Closed) captions.
Its near the top of the field for that breed of software, very good, and is priced accordingly.
