It has been a while since I have captured DVCpro HD off tape as well. I think my workflow was to capture via firewire from 1200A into 960x720 23.976 project. A frames fall on 00 and 05 frames. If capturing 720p into a 1080i 59.94 project via SDI, set the 720 output in Video menu to upconvert to 1080i and capture away. Time code will be normal 30 frame count.
