Best way to do it IMHO is import it in an SD project with the option "Do not resize smaller images". This will give you a black canvas with the SD picture inside it. Then add the BCC UpRez effect, set the source to D1, set the destination to 1920x1080, set the quality to Magic Smooth or Magic Sharp.
