I say:
I'm just guessing here, but's possible that your 6.5 license is for an upgrade, not a completely new license. If this is true, it might mean that the 6.0 license you are attempting to use (the one you upgraded from) is no longer valid.
If this is not the case, then it sounds like it's time to contact Avid.
