I heard it as "No movie is ever finished, you just run out of time or money".
And yes, the PITA factor increases as the budget decreases. I attribute this to the fact that a low budget means less experienced people working on the project, combined with cut corners, this adds up to that many more problems to fix in post.
And yes, post is the end of the line so the Sh!t that rolls down hill always lands on us.
