I have had luck in the past rescaling with AE when graphics were getting a little blocky. AE seems to be best scaler around. But what I settled on was Pro Res export from Avid, Adobe Media Encoder to encode MPEG and Adobe Encore for the DVD. I found AME cleaner than compressor and Sorenson. I agree with previous post thought that DVD as a deliverable sucks in general and, unless BluRay, it just never looks great.
