Avid itself can't currently create this file. You'll need a third party solution like an Amberfin or a Content Agent i think. The DPP produce an app which allows you to add metadata to the AVCIntra100 mxf file once it's created. Find it here;

Which broadcaster was it? no one is delivering using AS-11 yet in the UK, although a lot of the big post houses are doing tests. I'd contact the DPP about your options.
