[Avid-L2] Problem importing HD files into SD system

We run Newscutter DV in SD. (NTSC)

We have received some graphics files that have been created in HD: 720P, 60fps, using DNxHD codec.

When we import these files into our 30fps, interlaced SD Avid, the Avid is unable to take the 60 progressive HD frames and turn them into 30 interlaced SD frames.

In (hopefully) simple terms, what is gouing on is this: Frame 1 of the HD is being turned into two identical fields to create frame 1 of the SD. Frame 2 of the HD is being skipped, then frame 3 of the HD is being turned into two identical fields to create frame 2 of the SD.

As a result, any motion in the graphics is jittery because of the missing information.

We are probably asking the Avid to do the impossible, but I wonder if there is any third-party software that can turn progressive into interlaced?
