Always a tricky thing.
My personal preference would be to do everything at 24.000fps, then speed up the TV-episodes for PAL distribution. I am under the impression that this happens on most if not all features and dramatic TV-shows. I don't think Teranex 24->25 interpolated conversions would be accepted by all networks in the PAL world.
The most compelling reason for 23.976 is if you mix in the NTSC-world and the facility is not capable of handling 24.000.
If you shoot 25, things _could_ be easier, but international sales agents often require 24fps masters, so that would still require conversion. And also, it would mean having to slow your show down - which would be something I would not prefer.
Actually, the trickiest part is music, I suspect. Ideally, the composer would score the episodes at 25fps, and the feature at 24fps, but that of course would require double work on certain scenes.
