Ok, so I know it's not the keyboard, I'm on a laptop and I've got a usb
keyboard attached, so I can try 2 options there. Both do the same thing.
So I can also rule out physical malfunction.
I can also rule out duplicate key assignments as I tried duping other
keys and both combinations.
Now here's the doozy - I've sussed it out.
Here is a screen shot of my keyboard map from Avid:

(well it will be when nice Mr Moderator approves the image)
as you can see even though I've got an English (United Kingdom) keyboard
it's still adopted the 'more continental' style where " is just to the
left of the enter key as opposed to being (where it should be) as the
number 2.
When I map the M2 (or any other command) to the key marked with " on the
map it works the "shift + 2" key.
So that's me sorted. I don't know why the keyboard map is so, all my
locales are set to UK, Avid thinks it's UK, the weather outside is
telling me I'm in the UK.
I guess I should have looked a bit harder! :o)
