Indeed, if the cam sound is out of sync, of course the LTC will be off also.
However, since most of the time (at least with my cam), the offset is fixed,
it's easy to compensate. (At least with my software, not sure how that would
be done in Avid without touching each file)
But the problem is slightly more complex than blaming the camera. It's not
only the cams that 'might' be wrong, it's also the different decode /
transcode stuff that can introduce an offset.
(sadly, i have way too much T shirts in that department...)
So it is very hard to pinpoint where things go wrong. But if you have a
setup that is at least constant in the offset, it's easy to handle.

Jim, you are right, but the thing some people might be missing is that
PluralEyes does not sync AUDIO to VIDEO, it syncs AUDIO to AUDIO, so if your
audio on the 5D is off-sync, as it usually is, then your "clean" 2nd system
audio will ALSO end up being out of sync. That's why WHENEVER you have dual
system sound, unless the Video system is recording perfectly synced audio,
PluralEyes is going to need a clapper or some sync source - as simple as
clapping your hands in front of the camera or as complex as shooting a
SmartSlate or having LTC sent to the camera (which I think would also be
off-sync anyway...
