How about MPEG2@9Mbps CBR, Program Stream, PCM audio.

The trouble is that no matter what you specify, your users will run into issues of various kinds, particularly internationally. I would suggest that you provide a baseline spec AND step by step output recipes for major edit and compression apps, including some that are freely available. This will save you a lot of grief going forward.
