The reason is because all post is set up for 23.98, not a true 24. If you want to be able to feed a signal to an external monitor, it needs to be a fractional (video-friendly) rate. The reason cameras can shoot at a true 24fps (as an option) is for the purpose of recording out to film (as camera negatives) in the case where all post is done in a traditional film workflow, but your sources are mixed digital and film.
