I think DCP standard is actually 24 and 48 only, so not really any extra
options for transcoding from 29.97.

Well, it it's for the theatre, it must be printed to 35mm if there is
a need
to be 24.
(For digital projection, DCP supports other framerates, so there is no need
to make it 24 (unless you want to take money from your client of course).)
But if there is budget to get it on 35mm, there is also budget for other
things.
In that case, I'm with Mark, get the animators to re-render at 24
progressive, and re-edit if needed.
(If sot, let them re-render at 25 interlaced also, no big deal while they're
at it...)

You make a good point. This is intended for theatrical distribution and
maybe that's where the 24 comes in. I was told it was a requirement for the
international delivery. I'll point out the 25 conversion for the "Normal"
part of the world and I'm sure that will make them feel better. ;-)
