You can definitely do this. The easiest way is to switch to your Settings Tab in the Project window. Now when you go to File, when you import, it will import SETTINGS instead of FILES (like QTs, TIFFs, etc.).
When you open someone else's settings and your own, you can copy settings between users.
You also may be able to do this by creating the "universal" exports settings as SITE settings instead of USER settings.
I haven't tried this in v6 yet, so I'm relying on the OLD method and assuming that it hasn't been changed.
