This sort of spectral analysis and sound "healing" exists in Adobe Soundbooth and Audition. And no, you cannot do this with EQ or standard noise reduction techniques. In the case of Adobe, there is some interpolation to "heal" the spectrum much like the healing brush in Photoshop.
