That's not what I found. I did some testing with various combinations of the ATI 5870 (single card), Quadro 4000 (single card) and GT120 + 4000 (display card + 2nd GPU card). Basic color correction for HD 24p footage (a couple of nodes) runs in real-time with just the single 5870.
Then I created a very taxing sequence with 6 nodes on every clip. Several of the nodes with blurs or sharpening. The recommended dual-GPU configuration ran only about 2fps faster than using the 5870 alone. The 5870 hovered in the 16fps range, while the 120+4000 was about 18fps.
If you are setting up Resolve as just another application on your system (along with NLE tools and other apps) - as opposed to a dedicated color correction suite, then I see no reason to spring for the second GPU.
