[Avid-L2] IT Dept. declares MPEG Streamclip illegal

Hi,

Since so many here use Streamclip, I was hoping for some advice. We've been
using it to transcode mpeg2 files from various spot delivery services for
some time now in order to get them into MC 2.2.10. Our IT department now
says that since we (or perhaps Squared5) are not paying royalties to MPEG
LA, we cannot use this software and proposes we purchase a copy of Procoder.
Does anyone have experience with the legalities on this? Squared5 claims
it's open, yet IT uses this to claim we're in violation:
