yep, you can cc a 23.98 program.
Either have the caption house generate your caption file with 24(film) timecode, or if the client already has the file in NTSC/29.97 time base, CPC caption Maker can convert the TC for you. Then use the standard Evertz 9048 HDCC encoder for a standard autosync session.
Keep in mind that attempting to use a 29.97 file with a 23.98 tape may result in missing captions - i.e. any caption stamped with a framecount higher than 23 will be skipped in the process for obvious reasons.
