Not unless Apple have a change of heart; you need to have a specific
legal agreement to write ProRes on Windows and they don't appear to have
granted it to themselves for QuickTime ;-)
If they do, then Windows users will be able to write ProRes QT as well
as read them. If they don't, you won't.

I'm working right now on a MacPro that has both MC5.0.3 and FCS3
installed. My export options in MC already allow me to export ProRes. On
my PC MC5.5.2, I don't have that option. Maybe I'll get that with v6?
