1) I can't really answer questions about pricing in the EU, UK, etc. I've been told that you'll have to talk to Adobe Customer Service Center in your region: http://www.adobe.com/support

2) This offer does not apply to upgrades from other CS suites, but the promo code brings the full purchase price below the normal upgrade price for Production Premium.
