Avid does generally do these kind of speed conversions pretty well. Create a 30p project and import your footage. Then create a second 24p project, open the 30p bin and create a 24p sequence. The software will automatically create a motion effect to convert when you edit into the new sequence. Sometimes it's helpful to open the motion effect in the Effect Editor and convert it to FluidMotion.
