I think that number is based on absolute frame count. Meaning 1:30
seconds of 30 fPS video equals, 1:52 seconds in 23.976 of video.
That is not a TC based on an anchor point plus pulldown factor.
If in doubt, use the Avid timeline and TC window. Just create a 23.976
sequence with the starting TC the same as your anchor point. From here
you can have the TC Window show you the relationship of your 29.97DF
<--> 23.976 conversion.
