It sounds like Avid is still trying to output 24p. Make sure you've switched the Output Format in the Digital Cut Tool to "1080i/59.94 NTSC". (Note: not in the Video Output Tool.) I've used an F500 and an SR deck and both work.

I'm setting it manually. Its an HDWS2000 which I don't have a template for but I've tried HDW F500 and HDWM2000 both which work with the same frame rate project but with the cross convert I'm getting a message telling me:The NTSC Machine HDW F500 cannot be used with 24p I/O.
