OK, I did the test with 29.97 and see the problem. Not sure if it's a bug or a design issue, but it seems to be related to fractional TC rates (29.97, 23.98) and how FCP calculates duration. The last visual frame is chopped off in FCP, but not in QT Player.
It's either an inclusive/exclusive in/out point issue, or FCP is rounding based on a true 30fps count. Therefore this 2:24 duration clip comes it as 2:23 in FCP, with the last frame inaccessible within the FCP master clip and/or timeline.
If you are sending from an MC sequence, select the first frame of the following clip as the Mark Out and export with marks. Then, you'll be OK in FCP.
