Sure there is.
It's called Slow PAL and it's mainly intended for film use.
There are standard converters, disk recorders, even tape recorders that work at that speed.

Before Job kicks in (who does the 24p Pal stuff around here),

AFAIK, 24 output can be as 25 with two fields added (custom Avid pulldown)

There is no such thing as 24.00 in PAL...
