It's the only logical framerate for cinema releases in PAL rates (other than
25). Meaning that 90% of all content meant for cinemas, produced in Europe,
is shot and posted at 24.00fps.
23.976fps is only interesting in the NTSC world.

When I cut 1080p24 projects (Red originated for example) in DNxHD36, my
Nitris outputs 1080/24PsF - over HD-SDI - into my Panasonic plasma screen.
