[Avid-L2] promoting effects

I have a bin of BCC effects that I want to restore. They are not
compatible in MC 4.05. I selected them as selected Promote effects
and now the icons are normal. However when I drag them to the
timeline nothing happens. I have never promoted effects in this way
before. Is there something else that needs to be done?
