[Avid-L2] I will pay Frank Capria to bring back the Interface settings

OK, very, very old inside joke in the subject line.
No offense at Frank in any way, for that matter.

Just saying that after two weeks, I'm really starting to miss some of the
customizable options in the Interface settings. If I set my backgrounds to
the darkest setting, I don't want my text to by 100% white. I ask TK
operators to set burnins at 50% rather than 100%, and now my Avid has those
really high contrast visuals.

Also, removing the wraparound from the Timeline options makes shuffling in
Heads view or Heads&Tails view a bit cumbersome.

I'm giving the Smart Tool the benefit of the doubt, although I'd like to be
able to place it elsewhere in my workspace.
