As far as locking true 24 to 29.97/59.94 it won't work. The two rates will drift apart over time. (Think asynchronous time code) Eventually something burps to get back into sync. That might be the glitch you're seeing. I'd be surprised if the Evertz allows genlocking in a true 24 mode but it sounds like that's what might be happening. If you're really curious find your self an old composite waveform and lock it to house black. Feed the input the trilevel signal and look on a frame rate time base. It's not perfect but you can see if the two signals are locked, look for the broad pulses to see if they drift.
